Welcome.
The Chairman welcomed all Members, Associates, Affiliate
Representatives and guests including Peter Haystead (Suffolk Constabulary),
Andrew McCormack (IBC) and Adam Nicholls (SCC);who would be speaking to the
meeting after the AGM and before the Garden Party. He then asked the President, Revd Cliff Reed,
to chair the meeting. The meeting was
asked to stand and observe 2 minutes silence in memory of those who had lost
their lives in the London bombings on 7th July.

Board
Chairman’s Opening Remarks.
The Chairman remarked that SIFRE continued to embrace
change as it responded to current needs.
He expressed thanks to Adrianus van Helvert who was this year standing
down from the Board having been Vice-Chairman for 2½ years. He also thanked the large team of tutors who
constitute the grass roots of SIFRE. He
acknowledged SIFRE’s gratitude to Suffolk College who continue to provide
superb accommodation to facilitate SIFRE’s work.
4.
Minutes
of the Annual General Meeting held on 19th July 2004.
The minutes of the Annual General Meeting, held on 19th
July 2004 were made available for Members, Associates, Affiliate Group
Representatives and Friends at the meeting.
David Haskins proposed and John Leming seconded the proposal that they
be accepted as a true record of the meeting.
The meeting unanimously agreed that they be accepted and they were
signed by the President.

Matters
Arising.
Cynthia Capey noted that the
move of the SIFRE Centre Library was now complete and she asked a vote of
thanks for Richard Togher who had sorted the books and catalogued them.
6.
The
Chairman of the Board's Report.
The Chairman referred the meeting to the Report of the
Trustee Directors. He drew attention to
the ongoing use and success of the exhibition ‘Faces of Suffolk’ and noted that
the 4th Edition of the Inter-Faith Handbook was ready for
production. The Forum of Faiths has had
successful meetings at a variety of venues.
He said that his report gave a flavour of where SIFRE is going and
prepares it for the year to come.
The Faiths Officer referred to her
report, ‘a Fortnight in SIFRE’ and commented that each activity
mentioned requires a lot of planning.
She mentioned the work SIFRE’s tutors are now doing in homes for the
elderly; this raises questions – do the elderly want to be cared for in
multi-cultural, multi-faith environments?
Should they be expected to embrace diversity? Sujata Gathani observed that these questions
had equal impact for the social care and mental health bodies.
The FO then mentioned the pressures from the press after the London bombings,
the effect the bombings had had on members of our Muslim Community and the
positive action being taken by the Chairman and Leader of Suffolk County
Council who are hosting an inter-faith children’s party on 26th
July.
The FO also mentioned the problems
of failed asylum seekers who no longer receive support from the State and have
no means of supporting themselves. She
said that the Suffolk Refugee Support Forum was doing its best to finance them
but monetary contributions were needed.
7.
Treasurer’s
Report.
The Treasurer referred to the
Report of the Trustee Directors which includes the Accounts for the previous
year. He reminded the meeting that the
format of these had to conform to the requirements of the Charity Commission
and take note of capitalised items such as computers and stock. He hoped the extensive notes on the accounts
were self-explanatory. He explained that
the Accounts had yet to be approved by the external examiner.
The Chairman asked the Members of the Company to accept the Report of the
Trustee Directors. Wendy Mulford-Bevan
and Loris Squirrell proposed and seconded the proposal that the Report be
accepted subject to satisfactory examination by the external examiner. All were in favour.
8.
Appointment
of Examiner of Accounts for 2004-2005.
David Capey proposed that Clive
Mees be appointed. This was seconded by
Martin Spettigue and the Members unanimously accepted the proposal.
9.
Election
of Board Members.
The Chairman explained that the Memorandum and Articles
of the Company now require two members of the Board to stand down. John Leming and Adrianus van Helvert were
standing down and John was willing to seek re-election (proposed by Cynthia
Capey and seconded by David Haskins).
Sujata Gathani had been co-opted onto the Board in the year and her
appointment required ratification by the Members (proposed by David Capey and
seconded by Wendy Mulford-Bevan). David
Capey had agreed to stand for membership of the Board (proposed by David
Haskins and seconded by Robin Herne).
There were no other nominations and the meeting endorsed this proposal.
10. Any other business.
Sujata Gathani advised the
meeting that the mental health trusts were concerned with issues around
equality and diversity, faith and spirituality.
Peter Mortimer spoke of the local emergency plans put in place to cope with any
emergency- flood, train crash,… The
churches had asked the Bishop of St Edmundsbury and Ipswich to co-ordinate the
pastoral and spiritual backup and a team of clergy and other faith
representatives, deployed on a district basis, are prepared to assist the blue
light services in any such event.
Peter also reported on the new education quarter development incorporating
Suffolk College and the new University together with the Chaplaincy provision
for the two institutions. The College
has hosted a seminar for Church Leaders who heard of the Chaplaincy provision
at UEA and Essex University together with reflections from Elahe Mojdehi
concerning Muslim requirements.
11.

It was agreed that the date of the next AGM would be on
Monday 17th July 2006.

The Board of Suffolk
Inter-Faith Resource (SIFRE) is pleased to present its Report and Financial
Statement for the year ending 31st March 2006.
The Charity is an
Incorporated Private Limited Company (Company No 2992865) registered on 22
November 1994 and registered as a charity on 6 December 1994. The registered
address of the Company is c/o Suffolk College. Rope Walk, Ipswich. IP4 1LT.
The Charity has
accommodation which is provided by the Suffolk College. This accommodation
houses a library and resource centre, an office, and a meeting room which is
used for in-house courses. It is furnished with fittings provided by the
college and / or donated by other supportive groups.

The Board of SIFRE
The Board of the
Suffolk Inter-Faith Resource comprises up to 7 members who are elected by the
Company Members at the Annual General Meeting which is held in July. Board members normally serve for a period of
3 years, one third of the Board standing down each year. Those who stand down
may seek re-election to the Board at the AGM. The Officers of the Board are
appointed at the first Board Meeting following the AGM. The Board met six times in 2005 – 2006
Two of our Board
Members resigned during the year. Sujata
Gathani was overloaded with family pressures and in reality never took up her
trusteeship. David Haskins resigned at
the end of January; we miss his contributions to our meeting. By careful timetabling, the remaining five
trustees have managed to attend all subsequent meetings and keep us quorate.
The Board has taken
its responsibility as an employer seriously and in the last year it has agreed
a set of procedures and protocols relating to the employee/ employer
situation. There was concern that these
documents will dehumanise SIFRE but the Board intends to try to guard against
this. These procedures and protocols
also relate to Trustees and all new Trustees will undergo an induction session.
Since our last AGM,
SIFRE has experienced a lot of changes.
Gita Banerji (Assistant to the Faiths Officer) resigned her post last
year. Judy Hardy (Community Liaison
Officer) returned to Hong Kong to be with her family. The Board has since appointed a Faiths
Officer (Anne Spalding), a Community Liaison Officer (Tanya White) and an Admin
Assistant (Anna-Marie Allbones). These
appointments have allowed Cynthia Capey to be repositioned as Education and
Training Co-ordinator. Anne has mastered
a steep learning curve; getting to know SIFRE members and becoming involved
with many county statutory bodies. Our
congratulations must go to Anne who has
recently been awarded a PhD by the University of Manchester for her research
thesis ‘Hannah Arendt and Humanisation’.
Tanya has been meeting up with the Faith Communities whilst Anna-Marie
is now the telephone voice of SIFRE at the SIFRE Centre.
Existing staff
continue to expand their involvement.
Besides their valuable work as tutors, Elahe Mojdehi and Mojlum Khan are
engaged in research on aspects of the Muslim community and Elahe continues in
post as a Community Liaison Officer with special responsibilities to the Muslim
community.
In 2005-2006, SIFRE
engaged the services of 80 faith tutors who are employed on an as needed
basis. SIFRE charges its clients for
their services and pays them an hourly rate and reimburses their out of pocket
expenses. Some tutors choose to donate
their earnings to SIFRE. Tutors who are
also members of the Board of SIFRE are not paid for their work but are offered
their out of pocket expenses.
The day to day work
of SIFRE is now conducted by two full time voluntary staff who work from home,
four part time salaried staff who work from the SIFRE Centre and two part time
voluntary staff. The following staff

The Board would like to express its gratitude to all staff and volunteers
for the work they have done for SIFRE in this last year.
Board
Responsibilities in Respect of the Financial Statements
Company law
requires the Board Members of SIFRE to prepare financial statements for each
financial year, which give a true and fair view of the state of affairs of the
charitable company at the year-end and of the net incoming/(outgoing) resources
of the charitable company for the year then ending. In preparing these
financial statements, the Board Members are required to

whether applicable accounting standards have been followed, subject to any
material departures disclosed and explained in the financial statements

financial statements on a going concern basis unless it is inappropriate to
assume that the company will continue on that basis
The Board Members
are responsible for keeping proper accounting records which disclose with
reasonable accuracy at any time the financial position of the charitable
company and to enable it to ensure that the financial statements comply with
the Companies Act 1985. They are also responsible for safeguarding the assets
of the charitable company and hence for taking reasonable steps for the
prevention and detection of fraud and other irregularities.
External Examiner
In accordance with
the requirements of the Companies Act 1985 a resolution proposing that Clive
Mees be reappointed as external examiner of the Company will be put to the
Annual General Meeting.
The purpose of the
charity is to advance public knowledge and understanding of the teachings,
beliefs, traditions and practices of the different religions and philosophies
(including their distinctive features and common ground) of communities in
Britain and in particular in Suffolk and East Anglia.
In furtherance of
these objectives, the following activities have taken place during the year:-
SIFRE retains its
responsive strategy and in the last year it has continued to provide teaching
and training service to its established clients (schools in Suffolk and
Norfolk, the WEA, hospitals, police, Suffolk County Council, Ipswich Borough
Council, Waveney District Council and Suffolk College) whilst it answered calls
from the Prison Service and the Probation Service to assist with Diversity
Training of staff. There also been
increasing interest from the established Christian Churches who are now wanting
to hear about other faiths and in particular our Muslim Tutors have been in
great demand.
In other parts of
the county, our SIFRE Circles have been increasingly active. In Lowestoft, under Rose Norgate’s lead, they
participated in a conference at Lowestoft College called ‘Waveney – richer for
diversity’. In Bury St Edmunds, Liz
Pichon and her group have arranged a number of successful events for their
members whilst also leading jointly with Bury St Edmunds Borough Council in a
day conference on ‘Questions of Identity, Faith and Culture’.
In Ipswich, there
have been two successful partnership events.
These were run jointly with the Chairman of Suffolk County Council in
Endeavour House, a Children’s Party just after 7/7 and an Eid Party at the end
of Ramadan.
One of our flag
ship products is our inter-faith handbook.
The new fourth edition was produced and published during the year in
conjunction with the Festival Shop in Birmingham who manufacture our Diversity
Game for us. Both the game and the
handbook continue to sell well. ‘Faces of
Suffolk’ which started as a travelling exhibition continues to be in demand at
various conferences and it is often accompanied by Jane Timmins’ ‘Masks of
Faith’ sculpture.
SIFRE is only as
successful as those who work for it as staff and tutors make it and the Board
would like to acknowledge the parts played by an incredible number of people
over the last year.
Financial Review
The financial position of SIFRE
remains secure. Whilst it receives core
funding from Suffolk County Council to pay its salaried staff, funding from
Suffolk Constabulary to contribute to the salary of one of its Community
Liaison Officers and project funding for its two research projects, most of its
other activities are self funding and generate sufficient overheads to cover
the costs relating to administration and the running the office. Income received from membership subscriptions
is mostly consumed in the costs associated with preparation and posting of
members mailings.
Accounts are
prepared for the year 1st April to 31st March. Over this period, SIFRE’s total funds have
grown from nearly £43K to nearly £77K.
£22K of this total however resides in restricted funds.
It is the aim of
SIFRE to have general reserves sufficient to cover expenditure for a forward
period of three months. At a minimum SIFRE needs to maintain general reserves
that are sufficient to meet legal liabilities in the event of SIFRE's
dissolution. Based on actual expenditure for 2005-2006 this equates to a
desired reserve of £14,291. As SIFRE has taken on more staff, the Board
considers this minimum to be insufficient and as at 31st March 2006,
it has set aside reserves of £30,000.
The Board would
like to register its appreciation to Suffolk County Council and Suffolk
Constabulary for their ongoing financial support. It would also like to thank Suffolk College
for providing accommodation and associated service at no cost to SIFRE.
The Future
SIFRE has had a
long association with Suffolk College who has also been its landlord. Shortly, University Campus Suffolk will take
possession of the land on which the Centre stands and we will become their
tenant. The Board wish to express their
gratitude to Dave Muller and all the staff of Suffolk College who have made us
so welcome and they hope that the relationships will continue while they look
forward to creating new relationships and partnerships with the staff of
University Campus Suffolk.
SIFRE has always
been reactive rather than proactive and to date the Board have not resolved to
act differently. This policy allows
SIFRE to respond swiftly to any situation in any place or at any time.

EXAMINER’S REPORT
To the Trustees of The Suffolk Inter-Faith Resource
I report on the
accounts of the Trust for the year ended 31 March 2006, which are set out on
the following pages.
Respective responsibilities
of trustees and examiner:
As the charity’s
trustees you are responsible for the preparation of the accounts; you consider
that the audit requirement of section 43(2) of the Charities Act 1993 (the Act)
does not apply. It is my responsibility to state, on the basis of procedures
specified in the General Directions given by the Charity Commissioners under
section 43(7)(b) of the Act, whether particular matters have come to my
attention.
Basis of
independent examiner’s report
My examination was
carried out in accordance with the General Directions given by the Charity
Commissioners. An examination includes a review of the accounting records kept
by the charity and a comparison of the accounts presented with those records.
It also includes consideration of any unusual items or disclosures in the
accounts, and seeking explanations from you as trustees concerning any such
matters. The procedures undertaken do not provide all the evidence that would
be required in an audit, and consequently I do not express an audit opinion on
the view given by the accounts.
Independent
examiner’s statement
In connection with
my examination, no matter has come to my attention:
which gives me reasonable cause to believe
that in any material respect the requirements
to keep accounting records in accordance with
section 41 of the Act; and to prepare accounts which accord with the accounting
records and to comply with the accounting requirements of the Act
have not been met; or
to which, in my opinion,
attention should be drawn in order to enable a proper understanding of the
accounts to be reached.
